On October 15, 2026, the Board of Directors of the Texana Groundwater Conservation District reconvened the previously recessed rulemaking hearing at 7.25 PM and open the rulemaking hearing regarding the proposed rule revisions designated the 2026 Proposed Rules of the District - Version 20260716, the Proposed Rules submitted by the General Manager of the District, and Proposed Rules submitted by the Lavaca-Navidad River Authority and accepted public comment.

The Board of Directors acted to 1) designate the Rules of the District - Management Recommended Revisions - 20260827 as the 2026 Proposed Rules of the District, 2) instruct the General Manager to develop an alternate set of rule revisions that incorporate the revisions proposed by Director Dugger, proposed by Mr. Brzozowski of LNRA, and the non-conflicting alternate rule revisions related to fraction responsibility for impacts, and 3) instruct the General Manager to post a notice for a rulemaking hearing to receive public comment and consider the adoption of the 2026 Proposed Rules of the District and any alternate set of rules submitted to the District by Friday, October 30, 2026 and posted to the District's website before initiating the process to post the rulemaking hearing notice for Tuesday, December 8, 2026.
